Operating system CDs

I am in XP. Suppose I want to look at a Windows ME or 98 OS CD just to
look at the files. Will it start installing as soon as I insert the
disk? Of course I don't want it to, as I just want to look at the
files.

Hold down the shift key for 20 seconds when you insert the CD.

And even if you don't, if a CD starts autoinstalling, you always get the
option to cancel it, and not let the installation proceed.
 
Won't install to begin with unless you allow it in subsequent dialog box.
And probably won't install anyway if you allowed it to proceed.
The previous hold shift key advice will prevent autorun from running to
avoid any dialog from issuing from either CD.
The majority of the files are coded cab files, you can't see the contents
even with a typical cabviewer.
