The free viewer that other posters have given a link to will allow you
to see the file, but not make any changes to it. To do that you'll
need Excel (which you can buy from MS or a retailer) or another
program that will work with these files. The spreadsheet component of
Open Office (www.openoffice.org) will do that for free.
