I have setup my email accounts, etc with Vista's Windows Mail and when I
click on the mail icon, my email page does not open over my homepage but
instead open on my toolbar. What can I do to make my email page open over my
homepage?

Where is this "mail icon" you are clicking on?

It sounds like Windows Mail has not been assigned all of its defaults.
Open the Default Programs applet, which you can access either from
the Start menu or via the Control Panel, then click the first item:
"Set your default programs."
After a few seconds, a list of programs comes up. Click on "Windows
Mail". If it doesn't respond with "This program has all its defaults"
then fix it by clicking on the option indicated by the first green arrow.

I assume you mean that it opens on your taskbar.
Right click it's entry there. Is Restore highlighted or gray?
