Opening Outlook 2003

Hi,

I'm no longer able to open Office Outlook by clicking on the envelope icon
on the Internet Explorer toolbar.

Can someone tell me what setting(s) I need to change so Office Outlook opens
when I click on the envelope icon?

Click on the Outlook icon.
