Opening Link in Help section

For some reason when using the Help section of Windows XP
I am unable to use the links. For example, if the
instructions say to open the Command Prompt, and it gives
you a link to do so, it doesn't open. What I get is an
icon beside the notes label for each time I click the
button. It used to work, have I turned it off somehow?

I have the same exact problem with XP Pro. I went to the
link and checked the registry and the entry is correct.
What next? thanks.
