Opening .htm attachments in a new mail message

I am having the following problem with Outlook 2002, version 10.26.27.2625
and Internet Explorer version 6.0.2800.1106.xpsp2.040919-1003 on Win XP SP1.

In Outlook, I open a new mail message and attach a .htm file that I had
saved on my local hard drive. Before I send the message, I open the
attachment from the new mail message just to make sure I am sending the
correct file, by double-clicking on it in the Attach field. It opens in
Internet Explorer fine, but when I close IE, I get an error report from
Microsoft. When I send the report, it comes back as unknown. Does anyone
have ideas on this problem?

so you get an error message? Which was....?
 
I don't receive a specific error message, but I do receive the following
error code in the application event log:

This is a great solution, but I don't have Windows 98, I have Windows XP and
IE6. This article wouldn't apply then.
