opening downloaded file in xp desktop

Trying to set up new ISP. Have downloaded their 0808 setup file to desktop but it won't open. No message - it just flashes momentarily. Normally no problem with downloads but did have same experience recently with another ISP. I just gave up. ANY ideas please.
 
Checked the system in safe mode with an updated antivirus program lately?
What you describe is symptomatic of an infection.
