Opening .CAB Files

I've looked for this info on the net, but the more I read, the more
confused I became. Would someone please, either simply explain how to
open a .CAB or point me to a site that has a simple explanation.

I'm not a computer expert, but I feel I do know enough to get along.
But for some reason, this is eluding me. I'm running XP Pro S/P2 and
Windows Office 2003.

Cabinet (.cab) files are compressed files, they need to be expanded.
Cabinet files are similar to zipped files.

type cab in the Search box.
