I made a programming error and my MS Access 2000 database
locked up. It tried to "repair" but failed. I tried to use
the menu item "Compact and Repair" but it also failed.

I downloaded the Jet Compact Utility but it hung up.

Is there any way to access the parts of the database, ie.
tables, forms, etc. I've tried importing to another
database but it will not recognize the original. It still
tries to repair .. and fails

First, what did you programatically do to cause the db to
become, what appears to be, corrupt?

Second, try the Microsoft FAQs at:

This is rare because you are suggesting that
programatically you can force a db to become corrupt. I'd
like to learn if this is probable or just coincedental.
