Open with?

Every time I try and open up a program the open with a certain program box
comes up. It's the box that says, "Choose the program you want to use to
open this file: ". I mean everything I open brings this up. How can I make
this stop?

When you choose the program to use to open the file, make sure there is
a checkmark in the box near the bottom left of the window labeled
something like "always use this application..."

The problem is it's not when I open a file. When I try and open a program it

Explorer the box pops up.
