Open Web Page on Startup

Is it possible to have XP (a) open a web page on startup as we use a web
besed help desk and I need it open all the time, and (b) minimise it upon
open so it sits on my task bar?

Being simple minded here:

In Windows Explorer/Tools/Folder Options/View/Restore previous folder
windows at logon.

To add minimize you will net to bat or script it.

For other measures: Navigate to this key -

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

And add the path to Shell.
 
I cannot find this registry key on my system.

Drag it to the Startup folder on the Start menu. Set it's properties to start minimised.
