open save default for attachments

the open save prompt for an attachment no longer asks
if i want to save or open the box must have become
unchecked and i cant find hoe to restore
 
This is done via Control Panel > Folder Options > File types > scroll to the
file type and then either Edit or Advanced and check confirm after download

maybe i should restate outlook defaults to opening a file

when clicked on the open save dialog box does not appear
