Open programs not showing on taskbar

Could someone please help me? One of my machines
suddenly started going wonky after a network downtime.
Now I can't drag and drop, view properties on certain
items and when I open a program, it does not leave an
icon or whatever they're called on the task bar so if I
minimize it, I have to use task manager to view it
again. If I go to task manager and right click the
program, I can chose to bring to front, but it puts the
icon on the desktop instead of the task bar.

If no shortcut menu appears and the menu flashes, the Enable Dragging And Dropping
check box has been cleared. This option enables shortcut menus and the drag-and-drop
capability.

To enable the option, right-click the Start button, choose Properties, and then click
Customize. If you're using the default Start menu, click the Advanced tab and then,
in the Start Menu Items box, select Enable Dragging And Dropping.
(If you're using the classic Start menu, the option appears in the Advanced Start
Menu Options box in the Customize Classic Start Menu dialog box.)

Enable drag and drop is already checked. I downloaded
the file from Kellys site, but I cannot open it. It's
like XP is totally crapping out! I can't tell the
desktop how to arrange my icons and I can't drag
anything. My taskbar looks like 2000 now, and the left
column in any window is now white and used to be blue
(background). This machine has an XP upgrade. Is it
possible to install over top? I really don't want to
have to re-format - there's just too much crap to put
back on it. It's at work.

Your system doesn't sound very healthy. Only things I can think of is a system
restore to before the problems occurred or SFC.

Otherwise you may have to start over.
 
I just re-installed XP this morning and it fixed
everything except for the "look and feel" of XP. ie:
green start button stills looks like 2000. Should I
still try a restore?
