Open on the menu missing

When ever I right click any icon I am missing the open option. How can I
get this back?

Also note File new is missing on this machine

Click Start and select the Run option. Type "regedit" and hit enter.
Find and select the key "HKEY_CLASSES_ROOT\Directory\shell".
On the right hand side of the window you will see a value named "(Default)"; double-click on
this value, and set the value to "none".

Find and select the key "HKEY_CLASSES_ROOT\Directory\Background\shellex\ContextMenuHandlers\New"
On the right hand side of the window you will see a value named "(Default)"; double-click on
this value, and set the value to "{D969A300-E7FF-11d0-A93B-00A0C90F2719}".
(You can copy & paste the above value minus the quotation marks)

Reboot and see if it works now.
