Open New Browser Window

I know how to open IE and open another window.
I do not have popup blockers on my system.
This is a NEW installation!!!
When I click on a link on a page, ANY PAGE, the window
opens in the same browser. There is a button SOMEWHERE to
enable a NEW browser window to open when you click a link.
Where is that option?

you can simply right click on the link and chose open in
new window..if you want the link to open in a new window.
