Open folders in maximized State

When I click on a desktop icon I would like to have the folder open
maximized. I have selected properties and checked run maximized, this does
not always work. Is there a setting somewhere that I can permanently open
all files maximized?

No, because the settings for Windows Explorer windows will not be
saved while a window is in the Maximized state. Drag the window to
almost full-size with the mouse, then press CTRL while you close the
window.
