open email in outlook 2007

i get this message
this message with restricted permission cannot be viewed in the reading
panel until your verify your credentials.

what do i do
 
Ask the sender if they set permissions on the message.

If it's an IMAP account it means that only the header has been
downloaded...

So the message didn't download...where are you at right now? What works
and what doesn't? What do you have installed and what not?
