"Open" button dimmed

When I click a .tif document link a "File Download"
dialog box comes up with the options to open or save the
document. However, the "Open" button is not available
(grayed out). I tried switching between Image Viewer (by
eiStream) and Windows Picture and Fax Viewer for
associated programs, but the result is the same. What
settings do I need to change in order make the "Open"
button excessible?
