Only recognizes USB devices sporadically, runs slow at times

For the past few months my computer only recognizes USB devices
sporadically-I keep unplugging/replugging them in until it recognizes it. It
also inexplicably experiences periods of slowness.

I have many processes running on my computer, and I run Winpatrol in the
background to watch what's going on and have been through all the start up
programs and the processes that are currently running. I have Norton
Antivirus installed and running and scan my hard drive weekly, as well as run
2 scans per week of different programs for ad-ware.

I don't know what to do next? Any suggestions?
 
You may have issues with either Power consumption or Bandwidth
use on your USB Controller(s)/Hub(s). Sometimes upgrading the
Chipset software for your motherboard is recommended. Does the
PC have USB 2 ( High Speed ) capability ?

Slowness can be attributed to Norton AV ( extensive/unnecessary
logging activity )

In Device Manager, USB Controllers, Properties of each device, click the
Power Management tab, deselect "Allow the computer to turn off this
device to save power".

I suspect that it's broader than the USB device itself because I have
intermittent slowness that doesn't seem to have anything to do with whether
I'm using the USB port at that time are not. Also, I'm having great
difficulty installing anything.
 
I'm suspecting something with Norton Antivirus the more I think about it. The
problems I'm having seem to be broader than whether I'm using the USB port or
not at that time. For example, I'm having great difficulty installing
anything.
