Only part of my document as a form or Dropdown box

I'm having trouble creating a dropdown box (or form) inside my regular
document. When I protect the form for the dropdown boxes to work it protects
the entire document and not just the small section meant to be for the
dropdown boxes. I tried to seperate the two areas using Section Breaks. I
want to seperate the two so I can still type on the other sections of the
document. Is it possible to have both in a Word Document?

I'm using Word 2003, SP3.
 
Using continuous section breaks is the usual method:

unprotected section containing text
continuous section break
protected section containing dropdown fields
continuous section break
unprotected section containing text

What's the trouble?
 
Now that you've separated the document into sections by inserting section
breaks, open the Protect Document task pane, and click the Select Sections
link below the "Fill in forms" dropdown. In the little dialog that appears,
uncheck the sections that don't contain form fields, and click OK.
