only displays background

My daughters laptop (Toshiba Satelite) will boot up and let you sign
in as a user but then it only displays the background and mouse
pointer (no task bar or icons). Windows is running as you can bring
up task manager but can only do a run command from task manager. I
have used run in task manager to do a cmd and it works. Can do a dir
etc... My guess is some setting has been changed (like task bar
turned off etc...) I have end tasked everything that windows will let
me and no luck. I was able to get into safe mode and the task bar
appeared for an instant and then disappeared. I was able to run
regedit but didn't change anything.

I'm stumped???????

Have you tried a system restore to before the problem occurred? It can be
started from a command prompt with this command:
c:\windows\system32\restore\rstrui.exe

What is the malware status of the computer? Have you run scans in safe mode
using a combination of programs for viral ad non viral malware?
