Online Libraries - where?

At University, the computers are locked so we can't modify the libraries (which is probably a good thing)... but it leaves me unable to look up functions from the, let's say, the Strings Library.

Java has an online library resource. Where's Microsoft's online C++ resource (specifically, libraries and data types, etc)?
