One account cannot open IE

I set up my XP with 4 user accounts. All 4 accounts can dial-up and connect to our ISP. However only one account cannot open IE after connecting to ISP. We have MSN 6.1 running also. Tried exit MSN still cannot fire up IE.
 
Try run IE from another icon...
Huh.. I mean...
There is an IE icon on the desktop. If that one doesn't work, try to run IE
from the one in the START menu.
If that one doesn't work, try the one from the Start->Program Files menu.

I think the link the icon is pointing to is missing.

tried all the methods. infact the problem got worst. now all accounts except administraor cannot open up IE.

1) Did it work before?
2) or did you do something to make it not to work anymore?
3) Is there any error message?
4) Is there anything in the Event Log that may have some hints on why it
doesn't work?
5) Are you running XP Pro? If you add new users in XP Pro, you need to set
the users to the "Power User" group before any of them can do anything
"useful" with your computer.
6) If you add a new user now, can the newly added user run IE?
7) If you kick the computer couple times, will this make it work? (I did it
once and it made the sticky hard disk spin again... problem solved! My
friend didn't believe I actually knock the stupid thing to work!)
