"on this machine only"

In the email rules, the filter line "on this machine only". What does that
precisely mean ? As in, what else would it be without that line ?

Finally, where could I have looked this up ? Certainly not in "Help".

This is what I gathered. Maybe this is intended for rules living on an
Exchange Server. Because I would think that "on this machine only" would be
the only way it could work when the rule is implemented on a user
machine.... or, am I missing something ?
