The Knowledge Base article indicates that you need to contact Microsoft
Product Support Services to download this fix. If you follow the link on
the KB Article,
http://support.microsoft.com/default.aspx?scid=fh;EN-US;CNTACTMS, it will
give you numerous ways to contact them. Once you get in contact with them
and advise them of your issue (citing this KB article number is the best
way), they will get your the file you need.
I know this can be frustrating, but PSS does this with some items because of
the area of user impact. If they see more users needing it (which is why
they have you contact them for the patch), they can then determine whether
to make it available on Windows Update for a larger audience. Otherwise,
they don't want to have user download something that will never be used. As
it is, there's many files to be downloaded on Windows Update.

This just
helps in keeping the size down.
