On Outlook, I can send messages but not receive them. Why?

I got microsoft outlook 2003 for gmail recently and i can send emails fine,
but i can never receive them from anyone, and i dont get any error messages.
Why is this?

How are you configuring the mail service? Do you go to Gmail and
configure that you want to be able to receive via POP service? Please
bring this issue to Gmail.
