Old Windows

Hi
I did a Re Install on my Vista Home Basic 32 bit (with limited success )
I did NOT Format, so I have Old Windows, from all my reading here sounds like
the OLD Windows are no longer used and can be deleted safely.
but Warnings come up during the deleting process so I canceled.
My question is
Is OLD Windows folder completely and totally OUT of function and
can be Deleted regardless of the warnings ?
Or are SOME Parts still in use ?
