Old error message dialog boxes seem to have disappeared?

In Outlook 2000, if you exceeded the storage limits then an error
message/dialog box would appear and Outlook would not let you send the
message until you cleaned your inbox to below the storage limit. Now in
Outlook 2003, no error message/dialog box appears, but some time later you
receive a message from the administrator that the message was not delivered.
I would rather have the dialog box appear than not appear and receive an
undeliverable message later.

Is there a setting or option to turn on/off this feature?
