OL2003 some buttons don't work

Hello

I have set up a new client in our SBS2003 Network the same way many before.
However, on this client OL2003 seems to refuse to work as usual.
After starting of OL, the Tool- and the Menubar are always missing. After
minimizing and reopening the OL window, they appear.

Also, some of the buttons refuse to work. When writing a new mail, the send
button is there but nothing happens when I click on it. The same behavior
can be seen with some other buttons. Even some of the menu functions refuse
to work. They can be selected in the menu as usual, but nothing happens.

I tried to repair the installation, I deinstalled and reinstalled OL2003. No
change!
If anybody has a idea what to try next ... any hint would be highly
appreciated.

Reset the Toolbar; all Toolbar customizations will be lost and the Toolbar
will reset to what it looked like when you first installed Outlook. To do
this locate outcmd.dat and rename it to outcmd.old when Outlook is closed.
By default you can find it here;
C:\Documents and Settings\%username%\Application Data\Microsoft\Outlook

Do you have the same results when you start Outlook in safe mode?

Coud not not try earlier on this client.
Seems that in safemode everything's fine.

Then it means that either outcmd.dat or extend.dat is damaged (rename it to
..old) or that this is caused by one of your add-ins.

Tried that one too. Thanks.
Seems to be "half" of it.
If I start OL to anything else than fullscreen, I have all the Functions.
If I start OL to fullscreen it comes up without the filemenu and most of the
functions as described are not working. This happens on start of OL only.
Once started, switching to fullscreen and back works as expected.
