OL2003: Opening SENT mail with BCC recipients then reply to all question

I think I already know the answer to this question -- but I will ask.

I have an end-user who did the following:

He sends an email with To: and Bcc: fields filled in.
He goes to Sent mail, opens the email that was just sent
hits reply to all to send a follow-up email and the BCC field does not
populate with the initial bcc recipients; why?

Is this working as designed? I gave him a work-around of copying and
pasting the names when he opens the email. But if HE's the originator
of the email with the BCC information -- shouldn't he be able to use
that to reply to all? Or is that still a header issue?

The Bcc field is never replicated.
