OL2003 & OLE6 can't send

Hi, only on one computer, outlook 2003 & outlook express can not send
emails. Allo ther computers can send to and from this pop3 account when it
is set up on them. The computer in error cites this following error:

Your server has inexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Account: 'xxxx", Server:"lists the right server", Protocol:
SMTP, Port:25. Secure(SSL): No,Error Number: 0x800CCC0F

I have cleared all cache files, scanned for viruses, scanned for spyware.
What else can I do to get this solved. It CAN download emails.

1) Disable any integration of an antivirus program with Outlook.
2) Enable authenticating to the outgoing server.
