OL2003 - No reading pane for Drafts folder?

In Outlook 2003, I am unable to turn on the Reading Pane for the Drafts
folder. Is this by design? Or is there something I am overlooking?

Neither the Reading Pane button or menu selections are available when the
Drafts folder is selected.

By annoying design. I think Chilton preview will work, but it's bottom only.
