Where a PST is located has no bearing on whether or not messages are
downloaded. If your delivery location is an Exchange mailbox, then no
mesasges are downloaded. If your account is an IMAP account, then the
messages also remain on the server, with local copies being downloaded to
the IMAP cache PST on your local machine. This is also true for HTTP
accounts. If your messages are delivered to a PST, however, for both
Exchange and POP accounts, then messages are downloaded (and removed, unless
you prevent it) from the server no matter where the PST is located.
