OL2002 send contact to shared fax always adds +1 to number

I am using SBS 2000 shared fax service to send faxes from (hopefully)
Outlook 2002 and 2003 on the client PC's. So far, in OL 2002 I can send to a
fax number with an entry in the 'To' field as [fax: 4078776446]. In this
area you need the area code without the +1. If I create a contact with
4078776446 in the business fax field and send the message, a +1 is allways
added to the number. I have tried to change settings in the dialing
properties under contacts but this has no effect. Where is this country code
being added???
 
Thank you, I tried this in every variant that I can within the format. I am
assuming (Win XP Pro and OL 2002) that the place to set the dialing rules is
in the contact, new call, dialing properties...the 'phone number to be
dialed as' shows the proper format, but something is adding the +1 when the
message gets to the fax console outbox. For example, I can set the dialing
rules to eliminate the area code - the number to be dialed as shows 877-6446
but dials as +1 877-6446.

No. Dialing Rules have nothing to do with Outlook. You create them at the OS
level. I don't use them. If you have trouble configuring dialing rules,
you'll need to ask in one of the OS or telephony groups.
