Okay, what's using REGEDIT and CMD.exe?

I can't run either, it says that "They are being used by another
program." I stopped programs that would run as soon as I re-booted the
computer. I thought the problem was 'SBHook.dll' and 'MotiveSB.exe',
but that's from Verizon, isn't it? I can, use command.com, but nothing
works. Not even a ping. However, when i started it in safe mode,
command prompt worked fine. Also, taskmanager will not work on my
computer. Ctrl Alt Delete will not work, at all. I'm running Windows
XP, and I have the norton firewall, if that matters.

I think your system is compromised due to some malware,
virus infection or hacking action. Try to drop back to a
solid base with System Restore.

I agree !

If the system can't be restore to a previous resore point, it should be wipe4d and the OS
re-installed from scratch.

However, I get the feeling a restoration from a previous restore point won't be possible. I
hope I'm wrong but if it is malware, it has most likely also disabled the System Restore
cache service.

I agree with Pegasus and David Lipman - the symptoms you describe are
typical of a computer that is badly infested with malware
(virus/spyware/trojan).

It will be difficult, and maybe even impossible, to clean up the
system from this state, and you may be better off just to wipe it out
and start over with a clean install.

And if you do decide on a clean install then you should ensure that
you have comprehensive and up to date antivirus and antispyware
software in place as well as an effective firewall.

If you want to attempt cleaning up the system yourself you could start
by booting the computer into "Safe Mode With Networking" and then
doing at least 3 of the following free online scans:
