Offline sync "all folders" doesn't work after 2003 upgrade

Prior to upgrading to 2003, my outlook XP was flawless at
syncronizing all folders when I pressed F9 and would do
so prior to exiting. However, when I upgraded to 2003,
F9 doesn't sync all the folders and the only way I can
get a folder to sync successfully is to Shift-F9 each
folder before I disconnect. When I do Shift-F9, it works
(so my syncing can work), but I do not have the time to
individually sync every folder.

I am not using cache mode.
All my folders are checked in the send/receive settings.
My outlook.OST is much less than 2GB (its about 80 Mbyte).
My OS is Windows XP Pro.

I will be deeply grateful to a solution.

Do you have your folders set for offline synchronization? Do you have the
option set to perform a synchronization upon exiting the program?

We're running into the same problem. Besides running in cached mode, the
only fix I've found is to create a new (not a copy) send/receive group and
then disable the 'All Accounts' group. Kind of sucks to do this for
hundreds of users...
