Is there a registry key I can push out that will disable the use of
offline folders on all of my 1000 machines?

I'm presuming, with 1000 machines, that you use Active Directory....at
least, I'd sure hope so. You can easily do this via group policy on your
domain..... computer config\admin templates\network\offline files.

I also tend to disable offline file caching on any and all shares I create
on servers, as well. I'm cranky about things like that.
