office xp - outlook - open file - security warning

Help! Sorry this is a wordy post but unsure whats happening....
I just recently transferred everything to a new pc - running windows xp &
office xp (all with current updates & sp's). I also have Norton AV/IS 2002.
Until the new machine, I always used Outlook Express but switched to full
Outlook on the new pc.
Here's the issue I am running in to now & it is really annowing! Any email
that contains a pic (jpeg, bmp, etc) attachement doesnt show in the text body
like OE did but worse, when I click to open it, I get a pop-up window titled
"Open File - Security Warning". It then lists the file (unknown publisher) &
the option to open or cancel. I use Paintshop Pro 7 as my photo
viewer/editor but have also tried changing it to other programs but the same
thing.
I have turned off Norton, turned off Windows firewall & everything else I
can think of. I have searched the net & MS but no avail.
I cant believe I would be the only one running in to this.
Any help would be greatly appreciated. If necessary, I will go back to OE!
