Office XP- OUTLOOK: Format toolbar is inactive. Cannot select font, color, underline, italic, etc.

Thank you. HTML is selected. Still no formatting available. When I am selecting the formatting (under tools, options) the tool bar gets dark, like it's activated. When I close the options box, the toolbar gets very light and inactive
