It doesn't do this by default. Check for startupscripts or see if Outlook is
in the startup folder. Note that Outlook is also started when you load
programs on startup that require Outlook to function like synch or fax
software.

I had tried to remove the outlook.exe file from all startup folders, but that
did not resolve the issue. How and where do I look for startup scripts? Are
there any other suggestions to resolve this issue.

Click Start>Run and enter msconfig.exe in the Open box. Click OK. Examine
the startup tabs.
 
There is not any reference to Outlook anywhere in msconfig. I am still at a
loss as to where to look to stop the program from opening.
