I posted a similar problem on 12/30/03. I have been
working with the Microsoft Xp support people via e-mail
(you are allowed two free support questions!) but so far
they have not come up with any solution. they suggested:
1) Going into Windows XP Registry and add a folder
under 'User Shell Folders' called Common Administrative
Tools - however, this solution only works for Windows 98
second edition -- that may be what you have. You can find
this solution at http://support.microsoft.com/default.aspx?

2) Set up a new user on the Windows XP machine with
administrator rights and try installing the program as
that user (did not work for me).
