Office 97 under XP

I need to be able to install Office 97 (Access in
particular) under XP. However, everytime I've tried, I
get when trying to start access, "no license available
for this application" as an error message. My firm has a
large and extensive access database and users need to
access this. This is preventing me rolling out xp to
them.
