Please cross-post if you feel your topic should be in more than one
newsgroup.

You even changed subject lines.

Multi-posting reduces your chance of easily getting the correct answer and
frustrates those who frequent (and usually answer) your questions.

In the future, you may find it faster (when you have an exact error message
and application name such as you have) to do a google search...

Search using Google!
http://www.google.com/
(How-to: http://www.google.com/intl/en/help/basics.html )

Having said that - this is what you would come across:

You receive an error message when you click a hyperlink in Outlook
http://support.microsoft.com/kb/310049

Symptom:
When you click a hyperlink in Microsoft Outlook, you may receive the
following error message:
'This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.'
