There is no version of Outlook Express that will run under Vista.

However, Vista comes with an email/newsreader program called
Windows Mail. It's the program we normally discuss in this
newsgroup.
 
The connection between IE and the Microsoft mail client
has been severed. IE7 was the first IE to be released
without a companion mail client. Vista's Windows Mail
is at version 6 and will never be upgraded.
All development work has shifted to the newer Windows
Live Mail:
