OE won't open.

Upon clicking Outlook, I get this message: "feature" (ie clicking open
microsoft outlook) is not available because I don't have Internet Explorer
4.01 or later. then it tells me i can download it at microsoft.com.
Uninstalled OE, I have downloaded the latest version butI am still unable to
open Outlook and get the same message. Please help. Thank you.

What version of Outlook?
 
Typo: should have been IE in title of this post. The new IE that was
downloaded was IE 7, beta 3. I don't remember what was on the computer
before I uninstalled it, but it came with MS Office 2003.

I'd start by removing IE7, unless your phrase :uninstalled OE" really meant
"uninstalled IE". After that, try repairing IE and Outlook.
