OE will not let me open mail attachments

What am I doing wrong? Any email that comes with attachment cannot be opened. It shows up as a pale gray window, which cannot be activated by double-click. Occaisonal error message states that OE will not permit the attachments to be shown. What is wrong?
 
In OE click Tools, Options, Security and uncheck the box that says "Do not
allow attachments...."

Hi CROW,

In OE, go to Tools>Options>Security tab and click in the checkbox beside "Do
not allow attachments to be saved or opened that could potentially be a
virus" to clear the checkmark there. Click on Apply then OK.

Outlook Express' default security settings are simply trying to
protect you. OE has no way of telling whether an attachment actually
contains a virus or not, so it temporarily blocks any of those file
types that could potentially contain a virus. In Outlook Express,
Tools > Options > Security, uncheck the "Do not allow attachments to
be saved or opened that could potentially be a virus" option, assuming
you trust the source, of course. The wiser course of action, however,
would be to modify your list of unsafe files, as outlined in the KB
