OE removeing all attachments

I am running into a constant problem with my OE in that
every attachment is being marked with the following
message "oe removed access to the following unsafe
attachments in your mail". I've turned every thing off
concerning email in my antivirus software and I've used
the 'help' in my OE (Outlook Express)but to no prevail.
Can anyone help me with this problem?
