OE not sending or receiving

Suddenly I can't send or recieve email in OE6. Server Error and Error number
are the same )x800CCC90.
I've run antivirus re: ISP support tech advice. I tried Selective and
Diagnostic Startup. Didn't help. Actually couldn't connect to the internet
at all in Diagnostic.
I can't find help anywhere on microsofts support site. Does anyone know
what is going on? And what to do about it?

Try an Outlook Express newsgroup - this is where the OE
experts hang out.

Whenever your email client stops working, the first thing to do
is verify your account with the ISP's Web mail site. Login to the
Webmail and verify username password. Then use the ISP's
support site to check the status of their email servers. Before
assuming the problem is your PC make sure the other items are
not the cause.
 
You receive error 0x800ccc90 or error 0x800ccc18 when you try to log on to
Exchange Server by using Secure Password Authentication

but probably you will not conclude from it ...

But you said that you've run antivirus app right ? Have you tried to recieve
your emails before you installed it ?
For sure it has an e-mail scanning module - perhaps it doesn't work
corectly - try to turn it of.

I am presently using my ISP email at their website. It is working fine. I
also asked them if they were experiencing any trouble. They weren't.

everything was working fine with the antivirus running, nothing changed, just
stopped receivng and sending. I found the meaning of the error code, but it
doesn't tell me what to do about it. I have also already tried sending and
receiving with antivirus and everything else disabled. Didn't work. I'm
stumped.

Close your Antivirus incoming and outgoing email scanner. You will still be protected.

Another one idea - what's about with Firewall ? Have you got an ? if not, so
Windows Firewall is turned on ?

and little test:
open cmd
put: telnet your.smtp.server.address 25 (if it works on 25)
check if there will be an answer

should be e.g.
220 server.address ESMTP
