OE can't connect

I get this message every time I try to open OE. I run XP Pro, IE6.

The connection to the server has failed. Account: 'pop.tiscali.co.uk ',
Server: 'pop.tiscali.co.uk', Protocol: POP3, Port: 5100, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

See if this works:

Turn off the e-mail scanning in your anti-virus.

Symantec says that e-mail scanning is not necessary, and you will not be
unprotected with it turned off.

Stan, I have exactly the same problem with my OE-ISP connection. The socket
error and the error number are the same as yours. This "connection to the
server has failed" error probably started about one month ago, perhaps, from
Jan 23. The affliction has been only sporadic and is consequently
particularly difficult to investigate and pin down. Apart from the usual
Windows critical/security updates, AVG, ZoneAlarm, Spybot, Ad-aware and
SpywareBlaster updates -- installed as soon as they were made available for
download -- my system is as it was before this malfunction. It is therefore
hard to believe the e-mail scanning of my AVG is the culprit. Still, I'll
stop this service to test out the theory when the affliction strikes again.

In a way, I am perversely pleased that it isn't a problem uniquely affecting
me and nobody else. Please keep in touch to find out if there is any new
development.

My ISP offered no solution.

Thanks, Stan. Last Tuesday evening, Feb 24, I had that seizure. It turned
out that my ISP closed down overnight for maintenance! I later found out
(after hours and hours of searching). This, however, did not explain the
prior episodes, but pointed strongly to a problem in connection
configuration/continuity, as you have now focused on. Wasn't there some
disruption one month (or so) ago in the MS news server? If this happens
again, I shall made sure to do the Ping -- no use for msnews (won't reply)
though -- and Tracert tests. Thanks again for your info.

ure that there is a tick in Always connect to this account using and that
Tiscali is selected in the drop down box. Click Apply if you need to make
any changes to this screen. Then click the Advanced tab, and you will see
this screen: Here, check that Outgoing mail (SMTP) is set to 25 and that
Incoming mail (POP3) is set to 110. Also make sure that the This server
requires a secure connection checkboxes are clear. Click Apply and then Ok.
Now try to send and receive.
If this didn't work - and you're still having trouble collecting your
email - return to Outlook Express troubleshooter for more suggestions.

I can't set my OE up without the incoming mail server and smtp server. How do I get this information?
