OE blocking access to certain file extension

I'm getting a message in the header of some email such
as "OE removed access to the following unsafe attachments
in your mail: xxx.pdf" It appears that PDF's and eml's
are now blocked, but I didn't set up any new rules. Any
thoughts? - (XP Prof and OE 6.0)
 
SP1 for Windows XP (or Internet Explorer) adds this functionality. See
Tools | options | security tab in Outlook Express to turn off the feature
